In December 2019 National & International leaders from the public sector are coming to Croke Park Stadium for a 1 day conference to share their experience and successes of implementing Lean within the Public Sector, and how it can transform the Public sector here in Ireland and Internationally.

This practice based focused hands on event will demonstrate the latest Theory & Practice on Leadership, Education, Transport, Health Care & Procurement, but the guiding principle will be about people and how we as individuals recognise where we are on the Lean journey.

A unique environment is created to encouraged delegates to openly discuss how they connect with others to share the successes and failures, so as to improve the public service they/we provide.

To date a key benefit of the LIPS International Conference has been the legacy of transformation in the countries where the symposium has visited, including; Chile, Denmark, Spain, Australia, Finland, UK and 5 visits to the USA.

LIPS 2019 Structure

Lean in the Public Sector (LIPS) is an international forum where practitioners share lessons learned during lean transformation in public sector and non-profit organizations.  Content that educates, informs, and inspires Lean Construction, Lean Government, Lean Service, and Lean Enterprise is a focus of the group.

Recognising Lean in Public Sector

Applying Lean thinking and Lean production to the public sector aims to provide value for the government.  In addition, it aims to improve efficiency and delivery of value for money, while focusing on eliminating waste and improving the reliability of workflow.  The conference will bring together case examples from around the world.

Keynote Speakers include some of the top-leaning Lean worldwide experts.

LIPS 2019 will take place 4th December in Croke Park Stadium, Dublin.

LIPS 2019 Conference - Ireland (4th & 5th December)

This unique international conference is held over 2 days and comprises of Conference Day 1 and Conference Day 2. The Lean in Public Sector 2019 Conference will be held in Dublin Ireland and primarily designed to encourage the sharing of knowledge between Government Public Sector bodies within the host country (Ireland) and international Government organisations.

Our Lean Presentations will be over the 2 days of the conference will be presented from both Irish and International Government organisations who have experienced the challenges and benefits of: Organisational Transformation, Cultural Change, Lean Policy & Process, Leadership, Lean Implementation, etc.


Launched in 2007, the aim of LIPS was to extend lean project management to public sector construction projects.

Recognising that architectural determinism is a reality, since 2014 the remit has extended to include the application of lean thinking to government operations generally so that new facilities support, rather than hinder, new and more effective ways of delivering government services.

Annual conferences in the US, Europe, Australia, and Latin America have been supplemented with more focused events such as a conference for Higher Education Owners in the US in 2013.

Successes include:

  • Introducing the lean management philosophy and methods to Australia’s project alliancing.
  • Following the pioneering work of the Finland’s Transportation Agency, a range of Finnish government organisations has successfully applied lean and Integrated Project Delivery (IPD) principles to over 35 projects since 2009 with more on the way.
  • At the 2013 conference we learned that the European Commission ruled against a challenge to the contract award of one of those Finnish projects, thus providing proof that integrated project delivery is legal under EU construction procurement regulations.
  • In the US, the University of California, San Francisco (UCSF) has led in the development and testing of alternative contract structures and methods of aligning commercial interests, and this without multi-party contracts, which are not currently allowed for the university system.
  • The California state university system and many community college systems are also successfully applying lean concepts and methods within the limits of current regulations.
  • Outside California, other university systems are also pushing the limits–the University of Washington and Michigan State University among the foremost of those.

LIPS Actions

1. Organization of an annual meeting to develop and reinforce the international network of like-minded professionals active in the core mission of LIPS.
2. Reach out to public organizations by providing training workshops, seminars, and sharing Lean knowledge.
3. Support the implementation of Lean principles in achieving sustainability.
4. Provide an international network for practitioners by sharing Lean experience and examples of optimizing sustainable approaches.
5. Collaborate with other organizations in achieving LIPS mission.
6. Partner with academic institutions and professional associations to promote the LIPS mission.
